Why pricing too early causes trouble

A preliminary budget can help qualify a project, but it is not the same as a construction price based on approved documents and verified conditions. Structural requirements, utility conflicts, municipal comments and scope decisions can materially change the work.

Clear responsibility is essential. The agreement should identify who prepares each document, who submits it, who pays fees, and which approvals or inspections are outside the contractor’s control.
